I mean, um, this can motivate and encourage people to follow the, well, um, health guidelines because people would likely to avoid penalties at all cost. Plus, this could help, um, reduce the spread of the virus because everyone will be taking precaution, if not for their own health, but, um, they wouldn’t want to pay fine. There is not much variation in sentence formation and there seems to be errors in grammar as well. This is a mid-level response because of the language used, grammatical errors, and sentence structure.

High-Level Answer Audio Transcript:
Wearing masks has been one of the crucial aspects of preventing Covid from spreading. However, there are many times that people prevent themselves from following such guidelines for which I believe that people should be fined for not wearing masks, but there are pros and cons to this approach. Firstly, such penalties can motivate people to follow the rules, for instance, cities that imposed fines for not wearing masks often saw higher rates of compliance. This would in turn reduce the chances of contracting the virus in the long run. On the contrary, there could be people who might have legitimate reasons for not wearing masks, such as medical conditions. In such cases, this penalty would be unfair and so, there must be adequate education about why masks are necessary. (130 words)
Rater’s Comment:
